It is well known in the field of photography, video signal processing and digital imaging how chrominance and luminance of an image play very different roles when it comes to human perception.
Generally, luminance defines details and contrast while chrominance can be seen as a low-contrast image representing only Hue and Saturation of colors - HSL color space.
JPEG and MPEG algorithms use the YCbCr color space, which is based on chroma/luma separation. Since the chrominance of an image is low in contrast, it can be spatially down-sampled in order to achieve initial image/video compression.
